0259035212 | 2012-03-05 | UrbanProduction Wells | No Violations | On March 5, 2012, I was informed by Inspector Norburt Lowder that Duck Creek Energy (DCE) was self reporting an oil spill at the E. F. Dasher Unit #1, well # 34-035-2-1301-00-00. I proceeded to the well site located in Broadview Heights to investigate. Upon arriving there, employees of DCE were on site attempting to remediate the situation. The tank battery is at the top of a hill located behind 55 Eagle Valley Court in Broadview Heights. The hill below the tank battery had collapsed, possibly due to excess rainfall in the last several months. The slippage was halted by a large retaining wall along the driveway leading to the back of the building. Water and some minor sheen was seen draining down the driveway ending at a storm drain in the driveway. The main cause of the pollution was the water and petroleum seeping thru the retaining wall. Broadview Heights Fire Chief Jeff Hajek and I inspected a nearby stream and could not detect any evidence of oil in the stream. EPA Inspector Wade Balser was notified and came to site also. After further investigation, it was determined that oil was not affecting waterways. DCE employees cleaned up and hauled away all contaminated soil in containers for later remediation. Booms were placed along the wall and were covered with PeatSorb. I conducted follow up inspections on 3/6/12, 3/8/12, 3/12/12 and Wade Balser conducted one on 3/13/12. No further contamination was found escaping the area at the bottom of the retaining wall. DCE is monitoring site and the sales line has been rerouted in another direction. I advised Larry Gibler, that he could remove the sorbent boom from the drain in the driveway, based on my discussion with Wade Balser on 3/13/12. Larry Gibler and Dave Mansberry have been informed that DCE is being issued a VERBAL NOTICE OF VIOLATION for this incident. I will continued to monitor this site will. |
