The storm sewer has been steamed and no oil is visible. Oil booms are in place in the creek. Additional oil-impacted soil at the wellhead area is being removed. I met with Wade Balser of the Ohio EPA at the location. Wade recommended some additional active removal of some residual floating oil at the creek outfall. The pumping unit is currently shut down pending replacement of the broken rod liner and construction of a dike as requested by the City of Broadview Height Fire Chief. |

A release of oil was reported to be originating from the pumping unit. Upon my arrival I observed the producing unit to consist of a pump jack system in a chain-link enclosure and aboveground storage tank (AST) battery, also in a chain-link enclosure and located 300 feet to the west. The wellhead and battery are both located within a park owned and operated by the City of Broadview Heights. The park is comprised of several baseball and soccer fields. The topography is rolling and surface drainage from the area of the wellhead is to the north where a small, unnamed tributary of Chippewa Creek traverses the property, flowing west to east. Reportedly, the release of oil was caused when the timbers which support the pumping unit collapsed and compromised the valve seal. Oil then flowed north following topography to a storm sewer inlet located 45 feet from the wellhead. When I arrived at 3:15 PM, Equity-contracted crews were beginning mitigation activities. I observed a migration pathway of crude oil originating at the pumping unit and traveling over the gravel road base and grass to the north towards the storm sewer inlet. The crews had commenced removing the top 3 - 4 inches of oil-impacted top soil and had created a temporary stockpile. The crew foreman reported that oil had entered the storm sewer inlet and additional evaluation was incomplete. We inspected the nearest accessible downstream effluent location of the storm sewer, approximately 500 feet northeast of the well location, where the sewer enters a tributary of Chippewa Creek. At the that point, I observed an approximate 2 x 2 area of floating oil which has become trapped behind some debris. Further inspection of the creek several hundred yards down gradient did not reveal any signs of oil migration. I advised the crew foreman to begin installing oil-sorbent booms at the head of the creek outfall and remove the floating oil as much as |
