The complaint was forwarded to me on this date and concerned 1) noise, 2) fugitive light, 3) stockpile locations and 4) the proposed location of the tank battery. I called and left a message at Dr. Frankels home and office on 3/24 before speaking with him on 3/25. I explained what activity has yet to occur and when it would happen. The noise and light issues were resolved when the drilling rig moved off on 3/23. The soil stockpile location was appropriate and in the areas defined in the pre-permit site inspection. The location of the tank battery was between Ohio Valley and the land owner. The location that was proposed meets the legal requirements, which as I explained was what I could regulate. He indicated that he would speak to Moss and request that the location be changed either to the north or west. |

After several attempts to pressure up and shut it the plug, the gassing continued with 1 to 2 barrels of fluid return. I advised that gas-cut cement was a possible cause. I recommended that the pressure be allowed to bleed off until static conditions were established and then a second formation plug set through 1.5-inch tubing directly on top of the previous plug. !.5-nch tubing was run in and an additional 20-sack plug set and the well was shut-in overnight. |

A standard 300-foot formation plug was set at the Big Lime formation, and a 2-stage surface casing plug was set from 400 feet below grade to surface, both through the 4.5-inch casing during removal. Circulation fluids were collected in a 100-barrel half-round steel tank. The remaining activities including placement of steel lid with API#, and final restoration work are still pending. |
