0246189757 2013-03-25 Production Wells Violations Noted Wellhead was missing an identification sign. According to 1501:9-9-05(A)10/1509:23 the well identification sign shall include owners name, county, township, well name and number, permit number for the well, and emergency contact number. While I was inspecting the tank battery for this well, I noticed the stained soil coming from this wellhead. I investigated the well and discovered the stain was from a product line. I eventually learned the cut line was coming from the Sands #2 93405320684). Apparently a new electric line had been installed underground to the Sands #1. During the installation, the production line from the Sands #2 which wrapped around the Sands #1 pumping unit before it connected to the Sands #1 production line was cut. At the time the line was cut the Sands #2 was shut in, so no leaking of oil occurred at that time. During the process to swab the Sands #2 well in order to bring it back into production, there was apparently no liquid moving into the tank battery. That was their first clue that they had a problem. Oil began to seep out of the ground next to the Sands #1 well. It was estimated that less than 2 barrels of oil leaked to the surface. They implemented spill control measures such as adsorbent pads to sop up the free oil, dig to find the break in the production line and install a ball valve to shut off the flow of oil, erected berms down gradient to capture any free oil , and used adsorbent peat to adsorb free oil on the ponded water. They have contracted LJ excavating to move their equipment in to remove the contaminated soil, uninstall the Sands #1 wellhead and dig up the production line around it, install a new line from Sands #2 to the Sands #1 production line, build a new pumping unit pad and reinstall the Sands #1 pumping unit. The schedule for this is planned for next week. In the meantime I was able to convince Dave Strang to install two underflow dams to collect any free oil and allow water to continue move freely d

All earthen overflow dams and associated hardware have been removed. The identification sign for the wellhead is on the electric box next to the pumping unit.
