Neighbor claims that the oil and gas company is using his drive to access the well. Autumn Ridges lease road is not accessible by vehicle. The entrance has hummocky soil with wetland soils between hummocks. Vehicles have been taking a path threw the woods to the north of the lease road. The path runs west a 100 yards then runs south onto the neighbors property. 10 yards onto the neighbors property a road runs east and west. Followed the road and tire tracks west tire tracks west, 200 yards west tracks went threw a field then turned back onto the companies lease road, heading west to the well. After inspection, I meet with Matt Sisson, Matt is the well pumper he was completing job duties. Matt was driving a jeep, the Jeeps front end and up to the front doors were covered in mud. I spoke to Matt in regards to the issues with trespassing. Matt stated that in the past they had used that path. The owner of Autumn Ridge had spoken to Matt and he was aware of the issue. Matt stated he attempted to take the path the other day, but his 4 wheel drive was out. I reminded Matt to stay off of the adjacent property owners land. Requested of Matt to remind the owner of Autumn Ridge that reclamation needs completed. Lease road needs a final grade, area around the wellhead needs graded. Identification signs need placed on both of the well heads. Permit 22110 and permit 22109 are produced into the same tank battery. Completing grading would the company to use there own lease road for access. |

Jeff called back said it will be more like an hour. Jeff called at 8:16 cementers on site. Arrived on site at 8:20pm. Had informed Jeff earlier in the day, to give me sufficient notice of the cementers. To call me when he calls them out. Verbal notice given to Jeff and Jesse during inspection that sufficient time needs to be given to the inspector for cement jobs. On the phone Jeff informed me that he had a permit in his truck and it will be in the dog house by the time I got there. When I arrived on location, permit was not in the dog house or on site. It was at the end of the lease road approximately 2200 away from rig. Driller was tripping CND out of the hole. Driller was informed that no cementing or drilling will be allowed until permit is on location. Copies of the permit were brought onto the rig. Operations were allowed to continue. Verbal NOV given to Jeff and Jesse from Autumn ridge. One joint of CND set, 38. Operator mixed cement until it returned to surface. I observed the flow ditch pulling samples with shovel, very low light in the ditch. Joe, the driller identified cement at the same time I did. Operator switched over displaced cement. Good returns of cement. Cement held at surface. Operator has installed drainage controls west of the location. Sump has been constructed, safety fence put up around sump. Pit was in good repair. Lease road is in poor condition. Cement trucks had to be pulled back with a dozer. In areas the lease road was 3 to 4 feet deep, cut into the clay. Other areas had 1 to 2 feet in depth mud and water. Operator had plow and road broom on location. Permit was not posted in the dog house. Permit was in truck at the east end of the lease road, in Jeffs truck. Approximately 2200 away from the rig. Driller did not have access to the permit. Insufficient notice of cement job, given to inspector. |
