The tank battery consists of a 210 BBL production tank, a 100 BBL brine tank, a 50 BBL poly brine tank, and a mechanical separator. The company has a identification sign at the beginning of the lease road and needs to install one on the tank battery. The annulus valve was open before the company graded the location. It will need to be plumbed up above surface and a pressure relief valve installed. The trees have been cut and stacked for landowners use. The company has finshed installing the 4200 sales line from the tank battery to the Dominion Gas supply line. Once Dominion installs the rotary meter on the sales line meter run the well can be turned on for production. The location has been graded. Once vegetation is established, the company can remove the silt fence and preliminary restoration can be passed. I contacted one of the owners Jim Adams about the issues that need addressed. |

The release was within the tank batteries containment. The 3 valve on the production tank and the 3 valve on the poly brine tank appear to have both failed. This failure caused the 210 BBL production tank to over flow the 50 BBL poly brine tank. The well tender Jim Adams has two vac trucks on location removing the oil from inside the dike. Kelly Dailey of Dailey Excavating is in route to the location with an excavator and a lined roll off container. The company will remove the equipment from inside the tank battery and remove the contaiminated stone and soil from the location. The company will replace the stone and rebuild the tank battery after the clean up is complete. |

The dump valve at the well froze open and when the well cycled on, it continued to run, filling the 210 BBL and causing the oil to release from the top of the tank. At the time of this inspection, Diamond Energy Resources was on location cleaning up the oil within the tank battery. Some of the oil misted onto the south side of the tank battery vegetation. Diamond will continue to vac up the oil inside the battery and remove the oil misted vegetation. The outside of the 210 BBL tank will also be cleaned due to the oil residue. |

The location and the access road back to the location is in poor condition due to the amount of rain that has occurred. I have instructed both Matt Kleese and Jim Adams to install silt screening in a shallow creek bed that is to the North of the location and runs the entire length of the access road to a retention pond at the main road. They are to put silt screening every 200 up to the pond and then after the retention pond before it enters the drainage ditch along side of Rapids Road. They were going to install silt screening along side the low areas of the access road back to the well where they are experiencing issues with water run off. I will check back on 7/15/15 to assess the work performed to mitigate the sediment run off. |
