I spoke with Mike Coyer of Black Swamp Oilfield Services who indicated that he has been unable to start the plugging of the well until the site is thawed enough to excavate the well. I also spoke with the landowner, Wayne Shepard, and informed him of Black Swamps intentions and schedule for plugging.

I spoke with Mike Coyer of Black Swamp and he indicated he would start work as the weather allows.
0363469922 2013-06-19 Orphan No Violations On 6/18/2013, the Division received notification from Ohio EPA that an oil and gas well had released crude oil onto the ground surface approx 25 yards away from a stream. Although the well had allegedly leaked for a couple of hours, there was no offsite impact and it was no longer leaking. The ownership of this well was not known at this time.

My inspection found this well consisted of 5.63 casing equipped with a threaded cap that contained 2 tubing extending from top and routed to a valve. There is a 3/4 plug located on opposite side of 2. I counted 1 drip of oil every 20 seconds from a bolted flange on the side of the valve. This valve was missing the handle. The impacted area around the well measured 18 x 18 and consisted of fresh oil. There was no offsite impact to the intermittent stream located approx 25 yards to the west of the well. Broken sections of concrete were piled around the 5.63 casing and could be covering the drive pipe. Sorbent material had been applied to the impacted area and a black plastic liner had been placed over top of well to prevent potential spraying of oil. A gas detector equipped with an automatic pump and probe were utilized for this inspection and showed an LEL=2 with no detection of H2S or CH4. A GPS reading of the well confirmed this well is Permit Number 61442, Orphan Case No. 2006 05 28. The access entry point into the well is the concrete driveway for residence at 14923 CR 216, Findlay, Ohio. There are no overhead obstructions and the septic system is located on opposite side of property. Other than the well and existing piping, there is no additional oilfield equipment or debris. A GPS reading was obtained for the water well also located on opposite side of property: N 41.10865, W -83.59497.

0980697475 2014-05-19 Orphan No Violations At the time of the inspection the well was leaking trace amounts of oil from the 2 valve coming off the top of the well. This well is contracted through the Orphan Well Program to be plugged by Black Swamp Oilfield Services. The plugging will be done in cooperation with the U.S. Coast Guard. Mike Coyer of Black Swamp indicated he would start bringing equipment on location over the next two weeks. He is moving to drill well # 063-20355 in southern Hancock County before starting plugging on this well.

1241010471 2013-08-22 Orphan No Violations A site visit was made to review orphan well status, location and plugging procedures with Division approved Emergency Contractor, Mr. Mike Coyer.
1373976766 2013-07-15 Orphan No Violations The landowner, Mr. Wayne Shephard, called today to check status of plugging contract and alleged that oil had washed off location due to recent flooding of property from consistent rainfall events. Orphan Well Program Supervisor, Gene Chini, was contacted to discuss status of potential cost share agreement with US EPA/Coast Guard. A follow-up inspection revealed that the property contained signs of high water and migration of oil from previously noted impact. The black plastic liner remained placed over top of the well and contained a water mark (silt stain) approx 6-8 from ground surface. From underneath the liner, oil stained ground extended outward approximately 10 to the north since last inspection. The intermittent stream (low flow) was checked upstream and downstream for offsite impact. Grass observed alongside the eastern edge of property contained high water marks (silt staining) approx 1 off ground surface with old/weathered oil stained vegetation downstream from well location to east of driveway (lower elevation). An area between the well and driveway contained darkish colored soil, in patches, that resembled weathered crude oil thinly applied to surface of ground. At the conclusion of inspection, peat sorb was applied to noted locations.
