The well site is fenced and gated with locks on both gates. There are concrete barriers around the well head and cellar. The well head is equipped with a Christmas tree with chains wrapped through the valves. There has been a hole cut into the cellar approximately 5 feet from bottom. The hole is approximately 1 foot wide by 6 inches high and has allowed infiltration of mud/gravel from the well pad. There is no production equipment on site. Identification is present at the roadway entrance. I spoke with Jody Jones, Regulatory Analyst, with Chesapeake and he informed me that identification signs had been ordered to place at the well head. |

I arrived on site at 03:45am and found that Patterson Drilling Rig #154 had reached a total depth of 1865 and was still running the 9 5/8 intermediate casing. I had spoke with the Drilling Rig Consultant (Lawrence), at 01:02 am, and he advised me that they should be finished running casing and ready to cement at around 3:00 to 3:30 am. NOTE: The rig had trouble getting the casing landed on bottom. They tried to wash casing to bottom but the casing wouldnt go any deeper. They went over the original casing tally and found that they had an extra 10 joint of casing in the hole. They pulled the landing joint and the 10 joint of casing. They ran the landing joint back in the well and landed the casing at 1865. Halliburton cemented the casing with 700 sacks of Class A cement with 12 % Salt and 1/4 pound per sack of Floseal. Well circulated throughout the entire job and approximately 30 barrels of cement circulated to surface. |

Patterson Drilling Rig #154 had drilled the surface hole to 650 and found that they were in a sand type formation with the mud loggers indicating a show of gas. The drilling rig consultant (Tim Allen) advised that they were concerned with the gas and didnt feel comfortable cementing the surface casing at that depth, with the fresh water aquifers and the gas behind the same string of casing. They had decided to plug the well back from 650 to 400 with Schlumberger pumping the 250 plug. They let the plug set for 8 hours and then they drilled the top off of the plug to a depth of 480 (surface hole total depth) . The drilling rig ran 480 of 13 3/8 casing and Schlumberger cemented the casing with a total of 528 sacks of cement. There was good circulation throughout the entire job and there was 47 barrels of cement circulated to surface. |

Before I left the site, Tim Allen (Rig Consultant) advised that they are going to move the rig to the Fowler site in Columbiana County. My inspection revealed no violations at this time. |
