The complaint stated that there has been oil based mud spilled on location several times and that it is entering draining ditches on the backside of the location. This is to have occurred around 12/11/2012. I investigated the drainage ditch and the area around the mud tanks on location and saw no signs of any spills or overflowing tanks from oil based mud. I asked to check the tickets from Mohawk Transport to check when oil based mud came on location. The tickets showed 11/28/2012 but the well was never drilling using oil based mud during the date the complaint was filed. I contacted Marcus Attaway, Hess completions supervisor, and there was a 1 barrel spill of oil based mud when drilling the 3H-20 well, which was reported. There were no documented spills on this site and I saw no signs of spills on location. During this inspection there were no spills on site and no violations. |

The rig is currently in the middle of their kickoff at 9300. They estimate the will be drilling another 6 days before they will TD the well. There are no violations onsite at this time. |

They are having trouble drilling out the plugs with the coiled tubing to move onto the 10th stage. They also had some cross contamination of their frac water. Baker Hughes is onsite testing the water that Hess has been remediating and chemically treating. They are also running the water through a 5 micron filter before any of it is used in the fracturing process. They plan to get back to fracing the well tomorrow. 4 Mowhawk/Hardrock Excavating mud tanks are still on location but are fenced off and not being used for any process onsite. They are awaiting orders on how to have the tanks taking off location. There are no violations at this time. |

The onsite consultant informed me that they have a flare stack onsite to allow an extra gas or pressures that cannot be sent down the sales line to be safely flared off. The well needs to be produced in order hold the lease and the well will be sold in this condition until the production facility is completed and the gas can be proccessed and sold through the flowline. |

2139743730 | 2012-12-31 | Drill / Deepen / Reopen | No Violations | I stopped at this location to check the status of the squeeze cement job on the 9 5/8 casing. They are currently trying to fish out the packer that was used to set the casing patch. The casing patch was not properly set and they were unable to deflate the packer. It is currently stuck in the hole and they are putting 90k lbs of pressure trying to move it. The plan is to set the packer free or damage it enough and sheer the pins so that it will deflate on its own. There currently no violations at this time. |
