0082239615 2012-08-13 Production Wells Violations Noted Today I met with Mr. Richard Frazee who filed a complaint with the Division in regards to an alledged idle well on his mothers property. I inspected this well at the request of Mr. Frazee. The well is not capable of production. It is equipped with a pumping unit and gas engine that is covered with brush. The engine does not have a spark plug or belt on it. There is nothing connecting the pumping unit to the polish rod. The valves on the tubing are in the open position. The 2 gas flow line on the 4.5 casing appears to be open. There is a small hole on the 2 nipple fitting between the valve and casing allowing oil to escape. There is an approximate 8 foot by 5 foot area around the well head covered in crude oil. There is a 100 barrel tank associated with this well. It appears to be empty. No ID posted at the well or at the tank. Records do not show any reported production on this well. The well is located in a bean field. I contacted Mr. Greg Magers who farms this field. He would like to harvest his crops before any work is done on the well. I contacted Mr. Gene Matheny of Mare Energy about this well. He informed me of his intent to plug this well. Mr. Matheny will need to apply for a plug permit. Work shall begin on this well once Mr. Magers removes his beans this fall.

There is a pumping unit there, however it is not connected to the well and is overgrown with brush. A five foot square area around the well head is covered with crude oil on the surface of the ground. There is a 100 barrel tank that appears to be empty. There is no form of identification posted at the well or the tank. I contacted well owner, Gene Matheny by phone. He indicated that he has plans to plug the well in the next month. No plugging permit has been issued at this time.
