At the time of this inspection, the drainage culvert was free of oil impact. An approximate 1,500 sq. ft. area surrounding the wellhead remained oil-impacted and denuded of vegetation. I have previously advised the company that they must remove the remaining oil-impacted material and restore the area. I have contacted the company on several occasions since the issuance of the compliance notice. The company has reported that problems with personnel and/or lack of funds, have prevented them from being in compliance. |

At the time of this inspection, I observed a wellhead with mechanical plunger lift system and tank battery comprised of one 210-barrel steel tank. The tank exhibits signs of damage relating to a previous lightening strike. The top of the tank is distorted outward. The overall integrity of the tank appears intact but I will recommned to the owner/operator that the tank be replaced. At this inspection, the well was shut in. During an earlier inspection, I had observed gas leaking from a 2-inch hammer union fitting at the mechanical separator. I had also observed several sections of piping run and fittings at the wellhead and at the battery to be severely corroded. I made notification at that time to the owner about the need to replace the deteriorated piping and fittings. Since that time, the well has been shut-in. Upon arrival for this inspection, I noted the following: a hammer-union fitting at the 2-inch flowline adjacent to the wellhead was actively leaking oil on to the surrounding land surface, impacting an area of approximately 15 feet by 15 feet. . The leaking oil was draining into a shallow, water-filled surface water drainage channel that traversed the site from west to east. At the approximate location of the tank battery, the drainage channel turns to the north and continues northward for several hundred feet where is drains to low-lying areas to the north. The ground surface was covered with several inches of snow and ice obscuring the limit and extent of the oil. I walked the drainage in the down-gradient direction for several hundred feet, and dug post-holes in the snow at random intervals. Based on this assessment, the extent of oil appeared to be limited to 100 feet down gradient of the wellhead, along the drainage. The drianageway was partially filled with water, with oil floating on the surface. Upon discovery of the leak, I contacted John Magnussen with Rockefeller Oil, who responded to the location within 30 minutes. I also notified the ODNR Division of Oil and Gas, Emergency Operations and Response Duty Officer. Upon arrival, John and other crew closed valves and successfully stopped the leak. I estimated that between one and two barrels of oil were released from the leaking fitting and the spill appeared to be restricted to land-based receptors, with no signs that oil had impacted navigable waters or streams. As part of the initial response, Rockefeller Crews vacuumed up available free oil from the impacted areas and created a weir dam structure down gradient of the release to capture any potential oil-impacted drainage. Sorbent booms were placed at the cut-off dam, and oil sorbent peat material was applied to the remaining areas after free oil removal. The crews planned to return in sever |

Initial response action conducted by Rockefeller Oil Co. consisted of collection of free-standing oil on the ground and in the drainage ditch and construction of a cut-off trench with weir dam. At the time of this inspection, the weir dam is functioning to stop any off-site migration of free-phase oil in the drainage ditch but the remaining oil-impacted areas have not been addressed. The well owner must complete site remediation which must include removal and proper disposal of all oil-impacted soils and vegetative matter from the location.
