I had previously contacted the company about the deficiencies and they had reported various issues regarding lack of personnel and funds preventing them from being in compliance. |

At the time of this inspection, I observed the following elements: a wellhead with mechanical plunger lift system in a board-on-board enclosure. A tank battery comprised of one 210-barrel steel production tank, one 100-barrel steel brine tank, a mechanical separator in separate board-on-board enclosure. The production tank is severely corroded and mechanical integrity has been compromised. The enclosure gates were unlocked and not secure. Fittings and connections were bull-plugged but not locked. Low-pressure relief valve, spark arrestor, and carbon filter were not present. Fittings and connections at the wellhead were otherwise secure and free from signs of leakage or problems. The owner must remedy the following by 04/03/2016: Remove the production tank from service and replace, secure the load-line valves and enclosure gates with locks. Fit the vent stack with spark arrestor, low-pressure relief valve, and carbon filter as required. Contact Inspector Stephen Tompkins at 330-907-4647 with questions regarding this inspection. |

The following conditions remained extant: The brine tank that had been noted to be rusting with several perforations remained within the battery but had been disconnected. Load-lines remained unsecure. Safety equipment which had been noted to be lacking previously (e.g. spark arrestor, low-pressure relief valve, and carbon filter) remained so. The surface casing was not plumbed to surface and gauged as required. There was no ID signage. John Magnussen indicated that the issues are being addressed as they are able. |
