0569525683 2012-05-11 Administrative Inspection No Violations At 11:34 am, I received a call from Mr. Frank Paniccia, the landowner and alleged well owner, stating that his employee Mr. Randy Ayers had scheduled an appointment with an oil guy to reopen the wells. Mr. Paniccia further stated that he told Randy not to mess around and get the locations cleaned up.
1833481012 2012-01-31 Production Wells No Violations A follow-up inspection was conducted to verify the status of multiple wells located on this property, which had been referenced within a West Region enforcement case file. During the inspection, it was noted that the well was idle. The well consisted of a shackle line style pumping unit (grasshopper), 8 diameter drive pipe and 6 diameter casing equipped with a wellhead, rods, and tubing. The top of the wellhead resembled a setup for a gas escape packer, in which approx 2 diameter tubing and 1 diameter tubing were observed next to each other. The well location contained old shackle line debris to include a fallen pump house. A GPS reading was obtained and recorded for the well. Note: The enforcement case file for wells located on this property date back to the mid-1990s. This case will be discussed with Division Management.
