1292109293 2016-07-18 Orphan No Violations I received a phone call today from landowner Mr. Wayne Moore. Mr. Moore informed me that a well was found on his property while a pond was being built. I arrived to the property around 11:00 AM. Mr. Moore was present during inspection. I observed what appeared to be 10 casing split and peeled in. Fluid was observed inside the casing. The top of the fluid had a skim of oil on it. A stick was placed into the well and no obstruction was hit within 5 feet. The casing is within the pond wall. A heavy rainfall ocurred earlier in the morning which has caused the edge of a water hole to be within a few feet of the casing. At the time of the inspection the depth of the water was approximately 1.5 feet deep. The well was not leaking during inspection although Mr. Moore stated that he has seen bubbles in the fluid. I took (8) digital photos during inspection. A phone call was placed to Orphan Inspector Jeff Fry. Jeff Fry and I will check the depth on 7/20/2016. A Right of Entry form was left for Mr. Moore. I explained the Orphan Well Program to Mr. Moore and he was interested in making an application for the orphan program. Time of inspection: 11:00 AM. Weather: 77*F, Sunny
