My inspection revealed that oil has spilled from the 100 barrel tank or a fitting on the tank. I observed that oil has ran down all sides of the tank and onto the ground. Identification on the tank was covered with oil. It was not actively spilling during my inspection. The oil came into contact with the ground and spread out approximately 2-3 feet from the tank. I also observed brine on the ground within the dike. I placed a Quantab titrator test strip in the brine. The test strip revealed a maximum of 10 Quantab units which equals >6215 ppm Chlorides. It appeared that most of the fluid entered a groundhog hole within the dike on the backside of the tank. I walked around the tank battery location and did not see anywhere that the oil resurfaced. A small stream was observed on an adjacent property 50 feet to the northwest of the 100 barrel tank. There was a fence that separated the two properties. I did not observe oil in the stream. I contacted Southwest Region Supervisor Dan Goins at 11:27 AM. Supervisor Goins advised me to contact Emergency Operations. I then contacted Duty Office Marianne Hartman and reported the incident at 12:00 PM. I drove up to the house and no one was home. I left a business card for the well owner to contact me. During my inspection Licking County Wildlife Officer Patrick Muldovan arrived. Mr. Muldovan decided to walk further down the stream to check for oil. As Mr. Muldovan was inspecting the stream on the adjacent property the landowner Mr. Dave Green confronted Mr. Muldovan and told him to get off the property. A confrontation ensued between the two. Mr. Green eventually apologized and I was able to get a phone number for the well owner from him. I contacted well owner Mr. Damian Murray at 1:42 PM and verbally advised him that the spill needs to be cleaned up as soon as possible. Mr. Murray told me that the oil leak was from a fitting going into the tank and that it happened |
