Emergency Responder Jason Blocker met me at the well. The concerned citizen said she could see oil leaking from the well and it appeared to be making its way towards a stream. I advised her that I am aware of the well and that it has been referred to the Orphan Well Program. My inspection revealed that the oil on the ground has not moved any closer to the stream since my previous inspection. I contacted the landowner Mr. Larry Morgan and asked permission to hand dig a ring around the well as a precaution to act as a catch basin. The soil that was dug around the well was then used as a containment dam to prevent oil from making it to the stream. I took several photos of the well during the inspection. Casing was open and did not contain down hole equipment or pumping unit. Casing was full of fluid (oil) and was gassing every 2 to 3 seconds. Area within 5 feet of the well was oil stained but well was not leaking during inspection. Spoke with landowner Mr. Larry Morgan regarding well. Mr. Morgan stated that although he was not the owner he was interested in producing the well someday. Mr. Morgan was made aware of the orphan well program. He said that he would like to find someone that would be interested in it before it would be put into the program. A review of Delorme topo map and Ohio Fuel Gas map showed no well at this location and therefore could not find a permit number. A permit number was assigned by Central Division. Photos were taken of the well. |

The fluid was down approximately 2-3 feet inside the casing. The ground around the well was still saturated with oil. The oil has advanced approximately 10 feet from the well on the west side of the casing. The leading edge of the oil is approximately 30 feet from entering an intermittent stream. During my inspection Mr. Larry Morgan pulled into the driveway. I advised Mr. Morgan that the well should be referred to the Orphan Well Program.
