I GPSd the well. 8/19/08--- I received a call from Mr. Nick Rulli(cell 330-518-7930)home(330-538-9725) about this well. He owns the property and wanted it plugged. I checked RBDMS and found no information on this well. I called Erica Freeman at the Columbus office to ask her about the operator. She also had no information. I called Andy Koval from North Coast because North Coast had a well east of the AFC 1. I checked in the computer on the GPS program. The Lat. Long for the well is seen above. He couldnt find well. I GPSd the tank battery. I called Mr. Scott Wilkes(330-252-4560). He knows the operator. He wants to buy the well and plug it. I told Mr. Wilkes to call Mr. Rulli and see if between the two of you that the well can be plugged. I will call back later. Even though Mr. Wilkes is trying to find out more about this well. This well has 5600 of 4 1/2 casing and 5430 of 2 3/8 tubing. The well was spudded on 3/27/76. The gas was used to heat the work office. |

This well is located next to a natural drain that runs north and south of this location. |
1466523321 | 2016-06-20 | Orphan | No Violations | The Division of Oil and Gas received a non productive well complaint in 2008 from the prior landowner, Mr. Rulli. The well was permitted to AFC Corporation and drilled in 1976. AFC Corporation went into bankruptcy and was dissolved with a transfer of assets to AFC Company in 1986. A Division of Oil and Gas Change of Owner form was NOT filed transferring the well from AFC Corporation to AFC Company. The Ohio Secretary of State cancelled AFC Companys Articles of Incorporation on 04/05/2011. Division of Oil and Gas records show that production records have not been filed for over 27 years and that insurance is not current. The Division of Oil and Gas currently has this well listed with a Historical Producer status. A $5,000. bond was posted in 1976 and the Divisions Bonding section will attempt to retrieve the Bond. The current landowner, Mr. Joel Matthews, has also contacted the Division of Oil and Gas requesting this well be plugged due to years of non production. Division of Oil and Gas files show this is a Rotary drilled well and is equipped with 765 of 8 5/8 casing, cemented with 225 sacks of cement; 5600 of 4 1/2 casing, cemented with 150 sacks of 50/50 pos-mix and 5430 of 2 3/8 tubing. My inspection today found the well is located in a hay field. There is not a lease road to the well. The well is equipped with 2 3/8 tubing. The tubing valve is closed. The well is equipped with a 4 1/2 well head on visible 4 1/2 casing. The tubing and 4 1/2 casing both have production lines tied into the flowline. The valves are closed on the tubing and the 4 1/2 casing production lines. The flowline is buried. The 8 5/8 casing head is buried and gas is leaking through the ground above the buried 8 5/8 well head. A cut off steel line with a shut valve is coming from the ground near the well head, this line is possibly connected to the 8 5/8 casing. My Sperian gas detector showed 100% LEL and 0 ppm H2S in the area above the buried 8 5/8 casing head. There is not a domestic lin |

The tank battery is overgrown and cannot be inspected due to the gate being rusted shut. The well is still leaking gas from beneath the ground surface right at the well. A gas odor is evident near the well. My Sperian gas meter quickly detected 70% LEL/0 ppm H2S/1.85 CH4 approximately 6 inches above the ground level at the well before the meter was removed to preserve the sensor. The well has visible 2 3/8 inch diameter tubing. The tubing valve is closed. The well has a 4 1/2 inch diameter well head on visible 4 1/2 inch diameter casing. The tubing and 4 1/2 inch casing both have production lines tied into the flowline. The valves are closed on the tubing and the 4 1/2 inch casing production lines. The flowline is buried. The 8 5/8 inch diameter casing head is buried. A disconnected steel line with a shut valve is coming from the ground near the well head, this line is possibly connected to the 8 5/8 inch casing. Mr. Matthews has requested that the well be plugged by the Orphan Well program. The Enforcement section is currently reviewing if bond revocation is possible. |
