0487510699 | 2007-09-25 | Production Wells | No Violations | I received a call from Mrs. Marlene Carney in Boardman(330-758-7830). She complained that she had been smelling gas from the tank battery in the back of her yard. I went to the tank battery for a quick check. I could not smell any gas. I proceeded to Mrs. Carneys house. Her husband was there too. They stated about 4 times a year the smell gets so bad that one time they left the house. I inspected the tank battery which houses permit numbers 2986, 2976, 2374, 2823. I inspected inside of the tank battery. It had a privacy fence around it and was locked. The tank battery had the charcoal canister, a pressure differential valve, a Murphy switch and then the pop off. I called Don Nething from Ohio Valley. He stated that all the safety valves were in the tank battery. One well does make a lot of oil. The transportation of that oil may cause the smell. Ohio Valley owns the apartments next to the tank battery. I asked the care takers if they had any complaints about the gas smell. They had not heard of any. Mr. Nething also stated that he has not of any complaints from the apartment complex. Mr. Nething suggested that Mr. And Mrs. Carney write down the times, dates of the gas smell so he can maybe find out what Ohio Valley is doing to the tank battery at that time. I told the Carneys of the plan. They both agreed that they would do that and call me when they had some times and dates. This case is resolved. |
0654598959 | 2018-04-25 | Production Wells | No Violations | The purpose of my inspection was to conduct a status check inspection on well #2-2374. Inspector John Fleming was present during the inspection. RBDMS indicated reported production was current. Access to the well and tank battery remained stable and drivable. The well head was enclosed by a locked chain-link fence enclosure with green plastic privacy shielding. Correct identification was present on the fence. The 8.625 well head was at grade. The 4.5 production casing was equipped with a plunger lift assembly. Production valves were in the open position. No leaks were observed. The tank battery was shared with #2986, 2823 and 2979. A stable earthen dike that was free of fluid was present around the production equipment. A locked chain-link fence enclosure with green plastic privacy shielding that contained correct identification for all wells produced into the battery was present on the fence. Equipment within the dike consisted of four (4) horizontal separators, one (1) 140 bbl production tank, one (1) 50 bbl brine tank and one (1) 50 bbl production tank. The separator for 2374 remained in good repair and contained a current production chart. Production was shut in at the time of inspection. The production tank exhibited signs of corrosion and production fluid was staining the body of the tank. The fluid was not live or mobile. The tank was vented into a charcoal filter. The hatch lid was secured. A lightening arrestor was in place. Valves were closed and plugged. The brine tank remained in good repair. I will contact the operator to discuss the status of the production tank. |
