0157823507 2012-10-03 Annular Disposal No Violations I inspected well and found one pump jack unit with an electric motor. The wellhead area was secured with chain link fence and an unlocked gate and it appeared as though this unit had not been running for quite some time. An excessive amount of high weeds were growing around the wellhead and pump jack. The pressure on the tubing was 180 psi. and the pressure on the casing was 150 psi. and I did not observe any piping on the casing for annular disposal. I noticed that the electrical control box for the pump jack motor was knocked over and no longer hooked up. The tank battery area contained an empty 50 bbl. steel oil storage tank that had no identification sign on it and a gas sales line that had a gauge on it showing 30 psi.. There was no dike around the steel tank and an excessive amount of weeds were growing around it. I also discovered a gas regulator in the high weeds out at the end of the lease road. A check of the records shows no production has been reported for this well since 1996. I attempted to contact the well owner, David Poling, to discuss my inspection findings and was told by his wife that he was out and would contact me back tomorrow.

The tank battery consists of 1-100 bbl steel tank, 1-50 bbl steel tank, and 1-1,550 gal plastic tank located within an earthen dike. No well identification is posted at the tank battery as required. The well is equipped with a pump jack with an electric motor located within an unlocked metal fence. Well identification is posted at the wellhead. Research into the production history of the well showed that it has not produced since 1996, therefore the well must be plugged.

No problems were noted at the time of the inspection. Spoke with David Poling regarding these issues - he is still figuring out whether he wants to swab and try to produce from the well or just plug it. Granting 6-month extension and will follow-up in the fall.
