0458335241 2018-08-02 Production Wells No Violations On this day, I am conducting an inspection per request of landowner, John Pollock, in reference to Complaint Log #5917. I am accompanied by ODNR Inspector William Stolarik and Mr. Pollock. We found the well equipped with 4.875 inch diameter casing with the valve closed, and 2.375 inch diameter tubing with the valve open. It is produced by means of a pumping unit with rods, and no current mode of operation. The production facility consists of (2) 70 barrel tanks within an earthen dike. It appears that brine has been drained outside of the dike, downhill, but vegetation is still established. The affected area was tested with a Low Range Quantab and resulting in less than 32 parts per million chlorides. The tank identifies an operator as Watters O&G LLC with a phone number of 740-516-6092. Pictures were taken during the inspection. The well is not registered and no annual production has been reported. The operator was contacted and informed to register the well, report annual production, and find an alternative means for the brine water disposal.
1533226441 2018-08-02 Production Wells No Violations On this day I responded to a complaint field by the landowner John Pollock who indicated the well on his property was being produced without permission and brine was being allowed to discharge into the Little Muskingum River. Accompanying me on this day was ODNR Inspector Tom Thomas and the individual filing the complaint John Pollock. We traveled on foot into the remote well location and found the well to be equipped with a 4.875 diameter production string and a 2.375 diameter non upset tubing string with pumping rods inserted into the well and the well set up to be produced by the means of a pumping unit. There was no drive mechanism (motor or engine) on the pumping at the time of our inspection. There was a casing and tubing well head present with production valves attached to both well head sections. The casing valve was closed and the tubing valve was open. At the fluid production facility 2 steel construction tanks were present that appeared to be of 70 barrel fluid capacity. There was an earthen dike around the tanks. There was also a fluid separator on top of one of the tanks with a discharge line leading away from the tanks, at a location of EPE 13-39.62606 X 81.06874 the line was found standing open just behind the tank battery with a small stressed area of vegetation present. Inside the stressed area a small puddle of standing water was titrate tested for chlorides with a low level chloride strip test with the chloride levels being less than 31 parts per million. Identification posted on the tank battery indicated the producer as Watters O&G LLC with a phone number of 740-472-3164. Inspector Tom Thomas will record the well and tank battery locations in his report. As the landowner indicated initially that product was being discharged into the waters of the State we found no indication of the product being discharged directly into the waters of the State and informed the landowner of our findings on this day.
