The initial complaint indicated there were (2) wells on the landowners property in Franklin Township Monroe County identified as the Hogue Mason # 1 and # 2 well. The landowner also indicated a well on a neighboring property that is situated in Summit Township of Monroe County is also producing into the production facility on his property without his consent. The landowners initial concerns were directed to the question of how proper production was being recorded and reported when wells on 2 separate leases were produced into the same common tanks. Also indicated in the complaint was that production water from both tanks was being discharged onto his property and he wished the discharge to cease. I have visited the lease 5 times since 03/29/2017 and have found no indication that the wells have been produced from that date to current day. The wells have became increasingly engulfed in vegetation since my first visit. The said well is equipped with 5.187 production casing and 2.375 diameter production tubing with both casing and tubing well heads present. The casing head is equipped with a 2 diameter valve attached to the well head, the valve is in the closed position. The tubing head has no valve present and the flow line is connected at the well head. The well is set up to be produced by the means of a gasoline powered pumping unit. The production facility consists of 2 steel tanks that are not of common size and appear to be 50 and 80 barrel approximated size capacity. Both tanks are equipped with gravity fluid separators with 3 corrugated discharges that are constructed to allow product to discharge inside the dike area. There is a earthen dike constructed around the production tanks and ID posted on the tank battery only. A 2 tubing head is present with pumping rods inserted into the tubing. No casing production flow line is attached and a 1 flow line is attached to the tubing well head with no production valve present. At the production facility (2) steel design production tanks are present that are not of common dimensional size. Sitting atop the larger of the two tanks is a gravity fluid separator with a 3 plastic corrugated discharge line that has been installed from the separator and into the earths surface inside the dike and leads to a discharge point down elevation from the production facility where a 3 corrugated line was observed and photographed to be present and open ended. There is dense vegetation at both the production facility and the well head as in my previous inspections. No sign of recent activity is present at the well head or production facility. On this day both the well head and pumping unit were observed to be engulfed in vegetation as well as the production facility with no sign of recent activity in the area of the well or production facility. The area of the well head was approached through the vegetation and the production casing flow line was not attached and the production tubing line were observed to be connected to the well head. There is a 1 plastic sales line hooked to the tubing head and no production line hooked the casing head. At the production fluid storage facility 2 steel tanks are present one being of approximate 70 barrels and the other being of approximate 50 barrels capacity. There is also a 3rd tank in the area that is not in service located at Epe 9-39.75679 x 81.27123and is approximately 80 barrels capacity, the bottom seam of the tank is leaking and will need removed off location. The producer has failed to report production to the Division since 2013. |

I have visited the well site 4 times since 03/29/2017. During this visit it was observed that vegetation has now overtaken the well head to the point the casing or tubing is not visible. The well is set up to be produced by the means of a pumping unit with a gasoline driven engine present however vegetation has overgrown the motor and belt drive system. The tank battery consists of 2 steel construction tanks situated inside a earthen dike area. Well identification can be seen on the tanks however entry into the tank battery are is restricted due to dense vegetation. There is no sign of recent human activity around the well head or tank battery. The producer has reported commercial production for 2017. |
