1016352776 2012-01-30 Drill / Deepen / Reopen No Violations My inspection this day to take GPS reading on cistern and to check to see if water has cleaned up. Water in cistern much clearer. Equipment back working on location and Artex has brought a water tank full of fresh water and landowner seems satisifed. I spoke with Joe Snider (Artex) and asked him to get a silt fence and straw bales on site and to try to cut some diversion ditches to prevent run-off in the area of the cistern before it rains again.
1327855633 2012-01-27 Drill / Deepen / Reopen No Violations Joe Snider (ARTEX) notified me that they got a call after 5 PM last night saying the landowner south of this well location had brown water in his trailer. The landowner (Charles Shiveley) felt this was caused with the building of the well location during heavy rains. The location appears built and the well location stake is in place. I located a cistern approximately 350-400 (paced) downhill from the stake. Joe said that the Shiveleys do not have a well but got their water from a spring up above house. The landowner said they have a hand-dug, rock-lined cistern that holds 2000 gallons of water and is uncertain where his water comes from that is in cistern. Artex took them out jugged water on Thursday, was bringing more water on Friday and had arranged for a sanitized tank to be brought in and filled with fresh water until well was completed. I stopped and talked with Charles this day and he did not appear angry or upset. He was concerned that his hot water tank in trailer wasnt ruined and said they were scheduled to get rural water in the next couple months. He stated that they had another cistern from which they could get water. Charles said water was running quite heavy thru his yard and there was silt in the grass in his yard. Artex will have to place silt fences or other barrier to prevent run-off from this location. I will discuss this in further detail with the well and landowners on Monday and I will continue to monitor the situation.
1329226550 2012-02-13 Administrative Inspection No Violations I called and talked to Joe Snider this day as I had not heard more on the drilling of this well. He says they are on hold 8 weeks or more due to low gas prices and they want to get further information on the building of the location and the run-off that got into the cistern of the landowner below the location. He reports Artex has continued to give them city water in the storage tank that they brought and have pumped out the cistern once - now letting it fill back up. They will pump it out a 2nd time and there should no longer be a problem. The silt fence with hay has been put around the edges of the location to prevent further run-off.
1691860216 2012-09-12 Final Restoration No Violations Final Restoration passed on 9-12-12 by Patrick Shreve. Company man Frank Riggle was present on day of inspection. Location was started but well was never drilled.
1895436313 2012-03-14 Drill / Deepen / Reopen No Violations I received a call from Joe Snider says that with the recent heavy rains, the landowner in the trailer below the location has contaminated water again. Artex had put up silt fences and graded the location to allow the run-off to go a different direction from downhill, but have again taken the water tank out and filled it with city water. Joe says they plan on reclaiming the location and was wondering if I signed off on the reclamation, would that take care of their obligation and I told him it would. They are uncertain when or if they are going to drill the well but can rebuild it if they decide to.
1992963984 2012-07-09 Preliminary Restoration No Violations I received call from landowner, saying she was left with water having algae - had already talked to Frank with Artex and due to the storms, Zemba had not delivered their water yet. Frank says they got grass planted on location on 7/3/12 - well wait for it to grow and then I will inspect. They cut several drainage ditches and put straw bales up to prevent run-off but will have to see if that takes care of run-off problem. Zemba says they will have water out there by 7/10.
2070988276 2012-06-21 Preliminary Restoration No Violations My inspection this day due to request from operator. He has decided not to drill this well and is in process of reclaiming location. Due to steepness of hill and rainy time of year, location caused water problems for the trailer downhill and Artex has been providing drinking water since they first started location. Once they finish and get grass growing, will discontinue the supply of water and want my approval that reclamination is satisfactory. Not ready to sign off on it yet. Accompanied by Frank who explained what they still had to do. The location IS steep but had placed silt fences, hay bales and cut erosion diversion ditch - they felt problem was solved but landowners still complained.
