| 0439805748 | 2003-07-22 | Production Wells | Violations Noted | 7/21 Received a call Monday night at 20:15 from Don Nething with the Charlestown Township Fire Department (CTFD). He reported an oil/brine spill from the Witchey #1 tank battery. The spill of unknown size, had impacted a tributary to Hinkley Creek which in turn, threatened West Branch Reservoir. CTFD response was limited by rising water, heavy rains and darkness. I contacted Chuck Baker, contract pumper for Equity (330-795-0327) and requested that he meet me on site Tuesday morning.
7/22 Met on site with Chuck Baker and Wade Pol with Wade Pol Contracting 330-325-7177. It appeared that heavy rain ran down the lease road into the tank battery and flooded the brine vault. Free oil was in small puddles both inside and outside of the dike area. A scald area 15 by 20 south of the dike did not appear to be recent. There was no evidence of any petroleum impact outside of the scald area. The spill size cannot be determined. The initial response included setting out sorbent pads and booms, removing the impacted soil outside of the dike, vacuuming free oil and water inside and outside of the dike and the vault and reconstructing the dike to prevent further impact. Future remediation will include removing impacted soil inside of the dike, removing the brine vault and replacing the 210 bbl stock tank. Jim Irwin with OEPA and Mike Blakeman with West Branch State Park inspected the site and were informed of the response plan. |
