I was on location with Moore Well Services, Petroset Cementing, and Junior (Beck Energy) to witness the plugging operations for this well. I issued a compliance notice on 2/11/13 giving Beck Energy 90 days to properly plug and abandon this well. Petroset rigged up and bullheaded the bottom plug with 30 ssacks of Class A cement and 50lbs of cottonseed hulls. The casing was ripped at 3045 and plugs were set across the Big Lime, the bottom of the surface casing, and the top of the surface casing through the 4.5 pipe. Good circulation was achieved on each plug. A total of 76 joints were recovered during the job. See plugging report for more details on this job. This violation will remain open until final restoration is achieved by Beck Energy. |

This well is still inactive and the 1st year inactive permit expired on 12/20/2011. The wellhead consists of a 4.5 casing with a swedge and 2 ball valve on top. There is no associated production equipment on location. The ID sign at the wellhead is insufficient for an urbanized area well and contains only the company name and one emergency phone number. I checked with Steve Opritza in Columbus to see if a second year inactive permit was ever filed for by Beck Energy and it was not. Beck also failed to submit the 6 month inspection report that was due in August of 2011 as required by 1509.062C. I reviewed the permit files and found a letter from Mr. Beck (11/10/2010) stating that he would like to convert the well to a disposal well if he could acquire the property or work out a deal with the landowners. He also states that if this is not possible he would plug the well. I have spoken with the landowners (Mr. Morton & Mr. Copeland) and they have no desire to sell the property or to have the well converted for disposal purposes. Beck Energy will be given 90 days from the issuance of this notice to properly plug and abandon this idle well. If the required action is not taken within the allotted time frame, a Chiefs Order will be issued requiring the plugging of this well. |

My inspection found that this well is still idle. There is no production equipment on the well and Mr. Copeland stated that the tank battery was dismantled and removed years ago. The wellhead has a 4.5 swedge and ball valve threaded into the casing. The ID sign on the well is no longer readable. I talked to Steve Opritza in Columbus about the status of this well and he told me that a second year of idle status would not be granted for this well and that he was working on a Chiefs Order to plug and abandon the well. |
