1113311583 2016-12-09 Production Wells No Violations Follow-up to a contained oil release that occurred on 11/23/16. My inspection today found that the location, tanks, and surface equipment has not yet been reconstructed. The excavated area inside secondary containment contained six absorbent pads that have soaked up some residual oil since the removal of the stone and soil. The tank staging area was clean and contained. The oil-coated skid is wrapped in a liner and needs to be removed. PEP currently has no time frame for reconstructing the tank battery and placing the well back into production. I will continue to monitor progress.
1479915849 2016-11-23 Production Wells No Violations I received a phone call from PEP Drilling Company well tender Matt Byers at 7:34am to report that a 100 barrel tank at this location had overflowed 3-4 barrels of oil over night and was inside secondary containment. He told me Scott Miller Contracting (SMC) and PEPs water truck were on their way to location to clean up the release. I also spoke with Field Supervisor Mark Smith and told him I would go to the location and assess the spill. I arrived on location at 9:00am and SMC and PEP were using a squeegee and the water truck to collect the free product. The release was a very thick, paraffin/oil substance and was not mobile. I estimated the amount of substance released to be less than 5 barrels and has impacted and area measuring 15 X 12 inside secondary containment and under the two (2) 100 barrel tanks. The release is in a Source Water Protection Area (SWPA) outer management zone for two (2) Public Water Supply (PWS) wells operated by Brimfield Township. The underlying aquifer is a glacial, buried valley and is rated as highly susceptible by the EPA. I told PEP and SMC that no steaming operations will be allowed and all impacted material will be excavated and disposed of at an approved landfill. The 100 barrel tanks were pulled off of the steel skid and placed to the east of the tank battery. The skid was then cut in half and the section that was under the tanks was placed on a pit liner and covered. The other section of the skid, which was mounted with a 70 barrel tank and horizontal separator, was pulled from the tank battery with a bull dozer. A hole was dug in the stone on the north side of the battery where free product was collected with PEPs water truck. Two (2) tandem loads of impacted dirt and stone were removed from the location today and will be disposed of at the Kimble landfill. There is a layer of good clay beneath the stone in the tank battery that prevented the migration of the oil. An earthen dike was constructed around temporary
