He also stated that the salt in the containment is from maintenance last year when they replaced a tank and spilled some brine within the containment dyke. The containment is lined. A 1 inch diameter clear vinyl hose was located over the containment berm with one end submerged in the fluid. Staining and dead grass were found at the other end of the hose outside containment. The hose was not discharging at the time of inspection. No sump pump has been installed in the dike as the pumper stated would be done. The pumper was contacted and stated he carries the pump with him and pumps the dike when he tends the well. No leaks are visible from any of the tanks or lines. The pumper blamed water on rainfall, which is not supported by evidence in the surrounding area and the salt content of water in the containment. The tank heater was venting gas through the burner tube in the 200 barrel tank closest to the well. The burner was not lit. The well was pumping during inspection. The flowline valve to the tank the burner was under was closed. |
