Mr. Wenrick called 3/22/07 & indicated one of the oil storage tanks on site had leaked. Inspection revealed N. tank leaked. Oil leaked out to about 130-135 ft from tank. Width ranged from several feet up to 25 feet. Oil near a grassed waterway that drained into a normally dry ditch. Oil seen in old either gopher hole or field tile hole. None seen in dry creek. Landower put out straw. Mike Murnane, well owner contacted & was at site. Murnane hired ERS (Environmental Recovery Services to vacuum up the oil. Mike Weaver w/ ERS on site. Some oil, brine, water removed from S. tank (about 1/2). Oil sludge in base of N. tank. Strum Excavating hired by Murnane to build 2 trenches, one at S. end and one at N. end near tank. Murnane recommended to get roll-off container, line w/ visqueen. Murnane requested to send contaminated soil to approved landfill and grade out the area. Murnane requested to remove/repair tank. Well has no power and not capble of producing. NOVs issued on 2/14/02 for well incapable of production (1509:12); disposal of muds or cutings in violation of a rule (1509: 22C); and failure to legibly identify a well (1509: 23 & 1501:9-9-05(A)10. None of the violations have been remedied. Received complaint 619 on 5/18/04 about minor leak & well incapable of production. Nothing done by well owner other than taking out a plugging permit on 3/2/06. Permit expired on 3/2/07. Photos taken of the leak. Initial NOV issued 2/14/02. |

Notified him the well is incapable of production & should either be put into production or plug. Well & tanks are not IDed. Photos taken. Requested Mike to call me when he planned to have additional work done. Talked to Jeff Fry on 3/29/07 & he had been in contact w/ Mike Murnane & Ron Wenrick on 3/28/07 & work was progressing to clean up the leak. Jeff said the tank had been skidded. |
