0819701765 | 2016-07-12 | Plug / Plug Back | No Violations | The purpose of my inspection was to conduct a follow up inspection on the surface plug prior to final restoration. Upon arrival, I observed a small amount of gas intermittently bubbling up through the water inside the casing and on top of the cement. The gas was observed coming from the contact between the 8.625 surface casing and the surface cement plug. I communicated the observation to Keith Moore of Moore Well Services and ODNR DOGRM Ins. John Fleming and Deputy Chief Robert Worstall. After discussing the parameters of the job, the decision was made to allow the cement to set for another day prior to proceeding with efforts to drill out and reset the surface plug. I will plan on re-inspecting the well on 7/13/2016 and reporting my finding. |
1747908896 | 2016-07-13 | Plug / Plug Back | No Violations | The purpose of my inspection was to follow up on the status of the surface casing cement plug set on 7/11/2016. My previous inspection on the morning of 7/12/2016 revealed small amounts of gas bubbles discharging into the water column on top of the cement plug. Upon arrival, I found Inspector John Fleming on location. Ins. Fleming had had the operator add a volume of water onto the top of the surface plug to flood the side ports in the 8.625. After not observing any gas bubbles, I bailed down the water level below the ports and again observed static conditions inside the surface casing. Satisified with our observation, I instructed the operator to proceed with cutting the casing off 30 below grade and welding on a plate with the API # for later identification. After regrading the area, the location was not immediately stabilized as the location if within a planned housing development that is under active construction. Final restoration is approved. |
