My follow up inspection determine that all items ( tank and fencing ) had removed, cleaned up and brought the BRB Property Unit # 1 into compliance. |
1530884821 | 2016-04-28 | UrbanProduction Wells | Violations Noted | The BRB Properties Unit # 1 was drilled and completed in 5/1984. The well was constructed with 408 of 8.625 surface casing and 3552 of 4.5 production casing. A review of the RBDMS data base indicated that the Operator is current in the reporting of the volumes of oil, gas and brine produced. I spoke with Irene Tramonte ( landowner ) about her concerns of the condition of the wood fencing and the holes in the oil tank. The well was equipped as an electrified pumping well. The wellhead was secured with a locked chain link fence. The wellhead was free from leaks or contamination at the time of my inspection. There is a wood stockade fence which was initially purposed for a screening effect, but is in disrepair and falling down surrounding both the wellhead and tank battery. The Landowner expressed concern for her grandchildren exploring around this fencing and getting injured. The tank battery was comprised of two ( 2 ) 100 barrel stock tanks, a horizontal separator and a domestic house connection and was secured by a chain link fence and locked access door.. There was the required I.D. signage present, but was obscured by the stockade screening. The load lines were secured with flat plugs. The southern 100 barrel stock tank had deteriorated to the point where a large hole ( 2 X 2 ) and other associated smaller holes has previously caused ground contamination. The tank battery is located approximately 135 south of the Yellow Creek stream bed and local drainage is northeast toward the stream. The tank shall require removal and the contaminated soil underneath removed and replaced. The other 100 barrel stock tank appeared to be liquid tight at the time of my inspection. The stockade screening needs to be removed as it was an impediment to gain access and is a safety hazard. In order to bring the BRB Properties Unit # 1 into compliance the Owner shall remove the defective 100 barrel tank and remedial the tank battery pad under the tank. 2084854016 | 2016-06-06 | UrbanProduction Wells | No Violations | I conducted a follow up inspection in response to the Notice of Violation # 1530884821 detailing violations regarding a screening fence ( General Safety 1501:9-9-02 ) in disrepair and well operation causing pollution and contamination ( 100 barrel oil tank with holes 1501:9-1-07 ). I observed that the screening fence had been removed, but the offending 100 barrel tank was still on location. I spoke with Ted Cutwright ( D.A. Waldron & Associates foreman ) who said, he was waiting for a steam truck to clean the tank before removal. He offered the time frame for removal by weeks end. The violation for general safety has been brought into compliance. The violation for well operation causing pollution and contamination remains in effect. |
