Kurt Kollar and Bart Raye with OEPA-DERR were on site. Bart Raye described it as a mineral oil film that was reported to them on 8/17. Kurt Kollar found a pipe discharging into the river directly west of the United Mold tank battery. The poly brine tank inside the tank battery has deteriorated and the top collapsed. Rain filled the tank and forced old crude oil out of the top of the tank and onto the ground. It appeared that approximately 5 gallons of oil was spilled. Valves at the tank battery and the wellhead were closed. EPA assigned cleanup responsibility to the landowner, Wright Tool Company. |
