My inspection found the tubing valve open and the valve on flow line from the wellhead to the separator also open. The production chart indicated that there was pressure at the separator and the inflow and outflow valves were open. The production chart has been changed since the previous inspection on 4/28/2016 and the small gas leak at the separator is no longer occurring. An inspection of the previously found contaminated areas revealed that none of the remedial activities required by the prior Compliance Notice have been undertaken to remediate those areas and remains grossly impacted. Also, the required identification has not been posted. Big Sky Energy Incorporated continues to be in violation of Chapter 1501:9-1-07 and 1501.9-9-05(A)10 of the Ohio Administrative Code and Chapter 1509.22(A) of the Ohio Revised Code. |

--105 requiring Big Sky Energy Incorporated to suspend all oil and gas operations in the State of Ohio. My inspection found the wellhead equipped with a 1.5 plunger lift system. The electronic controls at the wellhead are on and set to cycle in 10 hours. The casing valve is shut and the gate and tubing valves are open. The well is currently in production. There is a minor amount of gas leaking from the tubing slips. The well produces to a horizontal separator to the north and the production chart in the separator was changed on 4-21-2016 and is recording production at this time. Oil has leaked and is currently leaking from the separator and has stained the ground in front of the separator in a 6 X 4 area. A small line to the motor valve is also leaking gas at the connection point. Oil staining is also present on the west side of the separator. The flow line and sales line valves are open at this time. The well produces to a diked tank battery containing one (1) 100 barrel production tank and one (1) 50 barrel brine tank. There is no ID posted at the tank battery or wellhead. The dump line from the separator to the 100 barrel tank has leaked oil and brine from the connections, outside of the containment dike and impacted an area measuring 12 X 18. There is free product outside of containment below the dump line riser pipe. Three quarters of the area (24 X 18) inside the tank battery containment dike has been grossly impacted by oil and brine. There are saturated pads present and thick layers of peat moss have been spread to try and control the ongoing release. I was unable to determine at this time if the tank bottoms had lost integrity, but a hole present near the 50 barrel brine tank shows at least 6-7 of saturation in the rock and soil. I noticed oil stained soil and grass around the flow line leading to the separator and in front of the separator near the production chart box. Peat moss was spread at both impacted areas. Pictures of the production equipment were taken. The well is in production which is in non-compliance of Chiefs order #2014-43. The well needs shut in immediately. |

2057482849 | 2017-09-01 | Production Wells | No Violations | I inspected this well location as an evaluation of current conditions and follow-up to previous Compliance Notice issued for leakage of oil from the battery tanks and separator which had impacted areas within the battery . At the time of this inspection, I observed the following: a wellhead with plunger-lift system and associated tank battery located on a larger, farm property. The battery was comprised of one 100-barrel, steel production tank, one 50-barrel, steel brine tank, and horizontal mechanical separator. There were several large areas of oil staining at the base of the separator, around the production tank, and along the flow-line between the separator and the battery that indicate prior releases of oil to the ground surface that remained unremediated. There were no apparent active leaks, and the valve-connections at the wellhead were closed. The various elements of the production systems were in disrepair, with a missing/non-functioning tank lids, inactive chart recorder, broken doors on the separator, along with extensive over-growth of tall grasses and other vegetation in and around the system. Access to the well and battery were afforded by a shared-use, gravel-paved access road that was in reasonable condition. There was no identification at the well. |
