My inspection found no viable access road to the location and access was gained by hiking from the logged out area on the Complainants property. I found what appeared to be an access road off of the pipeline right-of-way on the west side of the property and the road is overgrown with weeds and brush three (3) to six (6) feet high with several trees fallen across the lease road. I located the wellhead and found that it consists of 4.5 production casing, 2.375 tubing, and is equipped with a plunger lift system. The gate valve on the tubing is closed, the casing flow line valve is closed, the main flow line valve is closed and the well is shut-in. There is a horizontal separator to the west between the wellhead and the tank battery and there is a three (3) inch tree lying across the top of the vessel and the area is heavily overgrown. The chart is badly stained with ink and has not been changed for an indeterminate amount of time. The tank battery is diked, is heavily overgrown, and contains one (1) 100 barrel tank. The bottom of the tank appears to be compromised and there is black staining extending out two (2) feet on the east side of the tank base. There is no ID posted on location in violation of OAC 9-9-05(A)10. A check of production records indicates the last reported production for this well was by Atlas Energy Group Inc. for the 1999 reporting period. Energy Exploration & Development (EED) has reported zero (0) Mcf of natural gas, zero (0) barrels of oil, and zero (0) barrels of brine produced from this well since becoming the Owner of the well in 2001. EED has never obtained Temporary Inactive status for this well or been approved by the Chief to perform another activity and is in violation of 1509.062 of the Ohio Revised Code. At the time of this inspection, the well had not been plugged and was not in production. The gate valve on the tubing and the 2 inch valve on the flow line were both closed. The valve on the 4.5 inch casing was also closed. To date, no plugging permit has been obtained by well owner Energy Exploration & Development. No identification has been installed at the well or tank battery location. The tank battery consisted of one 100 BBL tank and a mechanical separator. Valves on the separator were closed and the chart that was located within the separator did not show current production. The 100 BBL tank still needs to be removed from the diked tank battery. I contacted Energy Exploration & Development and left a message regarding the open compliance issues that still need addressed. |
