My inspection found the dike surrounding the tank battery to have 2 BBLs of oil contained inside of it. The production tank appears to have been over flowed and there is a line repair clamp on the 2 dump line leading from the separator to the production tank. After reviewing previous inspection reports, the 100 BBL brine tank was to be removed from the tank battery. The tank battery consists of a 100 BBL production tank, a 100 BBL brine tank, a mechanical separator, and a compressor. The oil saturated stone and soil needs to be removed from inside the tank battery. There is currently soil sitting on plastic liner outside the tank battery on the lease road from a previous spill. I contacted Mr. Barr and left a message to notify him of the issues on the location. Fred Romeo from Emergency Response was on location and attempted to contact Mr. Barr as well. He texted Fred to let him know he would start clean up at the location on 4/13/16. |

Also, there was oil and brine stained grass in a wet area on the outside of the tank battery on the north side; the impacted area was approximately 10 by 20. Peat moss was spread through the tank battery and the wet grassy area. Two 2 load lines next to the production tanks were missing plugs and the separator was completely oil stained. I dug a 6 sump inside the tank battery and performed a chloride test using a high level Quantab. Then, I performed 3 chloride tests outside the tank battery in the impacted grassy area using high level Quantabs. The Quantab test result from inside the tank battery was approximately 3,800 part per million. The three Quantab test results from the wet grassy area was approximately 400 parts per million each. I performed two pH tests in the wet grassy area and the results came to 7. Photos of the entire area were taken. During my inspection, Bobby Barr Jr. arrived on location. Bobby stated he knew about the oil and brine stained gravel and grass. Bobby claimed a backhoe and other equipment was in route to the tank battery to begin clean-up operations. I instructed Bobby to remove all of the impacted gravel and grass and replace with clean gravel. I told Bobby to reseed the area impacted on the north side of tank battery. Also, I told Bobby to install two, 2 plugs on the load lines and to clean up the oil stained separator. |
