My inspection found the well was a plunger lift unit (rabbit) located inside a concrete box next to the Old County Buffet. The tank battery contained one 100 barrel oil storage tank with the proper identification posted, one buried concrete brine tank, and a separator, I noticed no visible spills or leaks. The lease road is in good condition, there are no violations at this time. |

I met with Matt Kleese, manager of KDA, Lance Martinez, field supervisor for KDA, and Cole Kurtz, employee for Diamond Well Service. According to Mr. Kleese, the Cafaro family, who owns the convention center next to Eastwood Mall, would like the tank battery moved in order to tear down the center for a new hotel. During my inspection, I found the new tank battery will be located north of the Eastwood mall and west of the Regal Movie Theater. The proposed site has a few small trees and the topography slopes slightly to the north. I instructed Mr. Kleese that the new tank battery must meet all spacing requirement under OAC 1501:9-9-05(A)(D) and meet all of the urban area requirements under OAC 1501:9-9-05(E). A new gps coordinate has been obtained. Mr. Kleese stated Mr. Martinez will manage the construction of the new tank battery. Follow-up inspections will continue until the new tank battery is complete. |

The well was equipped with a plunger lift assembly. The well was encased in a concrete vault with the rabbit catcher exposed. There was a locked hatch for access to the well. The tank battery consisted of a 100 barrel production tank, a buried concrete brine tank and a mechanical separator. The tank battery was surrounded by a locked, chain link fence with slats. A dike surrounded the tank battery. An identification sign was posted on the production tank. There was a plug on the load line. A production meter and a 7 day chart was installed inside the separator. The lease road was in stable condition. The well was placed into production prior to House Bill 278. |
