At the time of this inspection, none of the above mentioned items have been addressed. The well was equipped with a plunger lift assembly and in production. There was a domestic gas line coming off of the 4.5 inch casing with an open valve. I observed no gas leak at the well location, during this inspection. The tank battery consisted of a 100 BBL production tank, a 50 BBL brine tank and a mechanical separator. The chart on the sales line showed production. The 100 BBL production tank has not been repaired or replaced and was actively leaking from the dump line hammer union. An identification sign had been stenciled on the production tank with new company name information but was missing the well information. No dike has been reinstalled around the tank battery. I contacted Vortex Energy and left a message regarding the compliance issues that still need taken care of. I also contacted the landowner/complaintant Ms. Gloria Douglas and informed her that the gas leak has been remedied. |
0763539061 | 2018-07-31 | UrbanProduction Wells | Violations Noted | Follow-up to Complaint #5916 concerning a natural gas odor occurring near this Clinton Sandstone wellhead. My inspection found the wellhead equipped with 1.5 tubing and a plunger lift system. The 4.5 production casing and tubing flow line valves are closed and the well is currently not in production. I noticed a hissing sound 10 from the wellhead and found there is a gas leak occurring between the tubing and packing in the tubing head and also a minor leak at the packing between the 4.5 casing and 8.625 Braden head. There was no odor of natural gas in the surrounding area, and I did not smell gas until I was standing directly over the leak. The Ventis Pro 4 gas detector registered zero (0) LEL (lower explosive limit) during the inspection of the well and surrounding area. I found no evidence that brine or oil has leaked from the wellhead. Northeast Regional Supervisor Tom Hill contacted Big Sky Energy, while I was in route, to have someone meet on location to assess any issues. No Big Sky personnel responded to the request while I was on location. I spoke with the Complainant and told her of my findings. She said she was concerned that the recent drilling of a salt water injection well, 1800 to the southwest, was the cause of the issue. This natural gas leak is unrelated to the recent drilling activity. I advised the Complainant that the Division of Oil and Gas Resources Management will continue to monitor the leak and to avoid the area of the wellhead until the proper repairs could be made by the well owner. This well is just north of a residential area and the closest occupied dwelling is 125-130 south of the well. Due to the proximity of occupied dwellings, a Compliance Notice for general safety is being issued to Big Sky Energy Inc., to take corrective action immediately, and no later than 8/3/2018, to repair the leaks outlined above. I was on location with Vortex Energy personnel to observe repairs being made to the wellhead. The pressure at the wellhead was sold down to 300psi and the tubing ring was tightened one (1) quarter turn and sealed the slips around the 1.5 tubing. The gate valve was closed and the hammer union between the tubing and the lubricator was replaced with a new union. The fittings on the copper line between the tubing port and the Logic controls were replaced. The brush around the wellhead was cut down and the wellhead and flow lines were painted. The minor bubbling around the 8.625 surface casing head will be addressed after the well has sold down further and will be plumbed in to the flow line with a check valve. I will inspect the well several more times to confirm that the repairs are sufficient prior to closing out the compliance notice and complaint. |

My inspection found 480psi on the tubing tee and no natural gas leaking from around the tubing slips. There is a minor effervescence around the 8.625 surface casing head and is not causing an odor or safety hazard. The Ventis Pro 4 registered zero (0) LEL (lower explosive limit) during the inspection. The Compliance Notice for general safety has been resolved and the odor complaint can be closed. No violations. |
