-4011. I spoke with Rusty Hornhill, well tender for PAC Drilling, concerning the identification sign, the missing locks and the required safety equipment. A compliance notice has been issued. PAC Drilling has 45 days to: Install the proper urban safety equipment.
Install locks on the load line ball valves on the production tanks. The equipment on the site consists of the following:

The fencing was not waived during the pre-site inspection. The identification posted at the tank battery has been amended with the required information per 1501:9-9-05(E)(1)(a-e). The 210 BBL tank is taller than the tank battery fence. There was no landscaping at the tank battery; however, the tank battery was located in a clearing approximately 700 feet from Route 7 and hidden behind a large commercial warehouse.
PAC needs to: 1) Raise the fencing around the tank battery or use low profile tanks to be in compliance with 1501:9-9-05(E)(4)(f). 2) Install the fencing around the well. |

There was an identification posted on the well. There was no fencing around the well; however, the well was located over 2,000 feet from Route 7 along high electric power lines and woods. The fencing was not waived during the pre-site inspection. The diked tank battery has four storage tanks and two separators. The pick-up lines have plugs and the handles on the valves have been removed. The required urban safety equipment has been installed on the production tanks. There was a locked chain link fence around the tank battery. The top of the production tanks extend more than 3 foot above the fence. An identification sign was posted on the fencing, but was missing the required information per 1501:9-9-05(E)(1)(a-e). There was no landscaping at the tank battery; however, the tank battery was located in a clearing approximately 700 feet from Route 7 and hidden behind a large commercial warehouse. The access road was stable with no gate at the entrance. The access road currently shares the entrance for a commercial warehouse and was not required during the pre-site inspection. The tank battery was shared with permit #2-4011.
PAC needs to: 1) Correct the identification sign to be in compliance with 1501:9-9-05(E)(1)(a-e) at the tank battery with: Well owners address and phone number Property street address or nearest address to the access road entrance. 2) Raise the fencing around the tank battery or use low profile tanks to be in compliance with 1501:9-9-05(E)(4)(f). |

The lease road was in good condition and shared with permit number 2-4011.
