My inspection found the well was a plunger lift unit (rabbit) that was in good condition. The tank battery contained one 210 barrel oil storage tank, with the proper identification posted, one 50 barrel brine tank, and a separator. I noticed no visible spills or leaks. The lease road was in good condition, there are no violations at this time. |

The annulus and flow line valves were open. There was an identification posted at the well, but no fence has been installed around the well. The well was located approximately 700 feet from all private residences in a clearing surrounded by trees. The diked tank battery has two storage tanks and a separator. The pick-up lines have plugs, but no locks. The required urban safety equipment was missing from the production tank. A domestic gas supply was plumbed off of the sales line at the separator with an open ball valve, gas meter and field regulator. An identification sign was posted at the tank battery, but was missing the required information per 1501:9-9-05(E)(1)(a-e). Fencing around tank battery was not waived on the pre-site inspection; however, there are trees and vegetation on three sides of the tank battery, and not visible from Chestnut Ridge Road. The access road was stable, with no gate at the entrance. The gate was not waived during the pre-site inspection.
PAC needs to: 1) Correct the identification sign to be in compliance with 1501:9-9-05(E)(1)(a-e) at the tank battery with: Well owners address and phone number Property street address or nearest address to the access road entrance. 2) Install fencing at the well and tank battery. Install a gate with the proper identification sign and lock at the access road entrance per 1501:9-9-05(E)(1)(a-f) & 1501:9-9-05(E)(2)(a-d) & 1501:9-9-05(E)(2)(c). 3) Install the required urban safety equipment on the production tank as required by 1501:9-9-05(E)(4)(b-e) Activated charcoal filters. Functioning low-pressure relief valve. Tank hatch lids shall have a functioning seal and the hatch shall be secured at all times. Functioning lightning arrestor. 4) Install a locks on the pick-up lines or remove the valve handles as required by 1501:9-9-05(E)(3). |
