The valve leading to the meter box is closed and there has been zero production reported on this well since 2011. I called the company and spoke with Aaron Huck the Vice President and Treasurer of Blauser Energy. Aaron informed me that the company believes that this well may have a hole in the casing and they wanted to check to see if it can be repaired and put back in production or if it needed to be plugged. I then informed him I was going to issue a violation on this well for defective casing. Aaron then told me he would have Dean Decker of Decker Well Services, a third party contractor, look at this well as soon as he could get him out to the well. ORC 1509.12(A) states that upon discovery that the well casing is defective, the owner of the well shall notify the chief of the division within 24 hours, and the owner shall immediately repair the casing, correct the inadequacies, or plug and abandon the well.
Update 6/7/17 Spoke with Aaron Huck and informed him that the well needs to be plugged or repaired immediately. He told me he would do that as soon as he could get a service rig. Aaron mentioned possibly meeting him and Dean Decker at the office in Marietta one day to discuss this well. He also mentioned that he will speak with Dean and see what he advises him to do and may even apply for the permit to plug the well before getting a rig on the well that way if the well cannot be repaired they could just plug it right away. Aaron told me he would contact me as soon as he knew more details on the time frame for the well. They believe there is a hole in the casing due to pressure drop. |
