0790845051 | 2014-08-26 | Production Wells | No Violations | My inspection finds the well is equipped with tubing and rods with a pumping unit. The well is also equipped with a gas escape packer with a .75 tubing string. All production valves are open. I am accompanied by Inspector L.J. Parkins. Inspector Parkins and I tested a fifty foot by twenty five foot area that appears to be used for the disposal of production water. A high range Quantab test indicated that the water in the pit has concentrations of chlorides above 6627 ppm. Water samples were sent to the lab. |
1006988603 | 2014-08-26 | Production Wells | Violations Noted | Accompanied Inspector Eric Conrad to perform an inspection on this well in response to a landowner complaint. Upon inspection, it was observed that this well is capable of production and is producing. The well consists of a pumping unit standing over 6.625 surface casing, 2 production tubing, and .75 gas escape packer line. All valves are in the open position. The tank battery consists of (2) 100 bbl production tanks, 3 drips, 2 knockout tanks, and a containment dike. Excess brine from the knockout tanks is being drained through a 1.25 poly line over the hillside behind the tank battery and into a low-lying pit area. There is a prominent vegetation kill area approximately 50 long by 25 wide extending from the source to the end of the pit area. Pictures were taken to verify the presence of a kill area. The brine water in the pit area maxed out a high range quantab when sampled, so grab samples were taken and submitted to ODNRs lab for chloride testing. Brine cannot be disposed of in this manner. The knockout tanks must either be removed or routed back into the production tanks so the produced brine can be hauled away. In addition, the contaminated area must be remediated and reclaimed. Sandbar Oil & Gas will have 15 days upon receipt of this notice to reach compliance. |
1409745691 | 2014-09-02 | Production Wells | No Violations | Met at this location with Mr. Kirk and Kevin Lafferre of Sandbar Oil and Gas to look at contamination issues from illegal brine disposal. Upon inspection, it was observed that remediation efforts were underway on the vegetation kill area. The soil had been turned with a skid steer, lime and fertilizer were mixed in with the soil to buffer out the chlorides, and the area had been seeded and mulched. In addition, the knockout tanks on top of the production tanks had been plugged and re-routed into the production tanks. Mr. Kevin Lafferre stated that he thought these wells were Exempt Mississippian status. I explained the requirements for this status and stated that the brine disposed from an Exempt Mississippian well must not contaminate and/or kill vegetation and/or pose a threat to public health and the environment per ORC 1509.22(A). |
