0860202810 2008-05-02 Production Wells No Violations Surprised to see well still not in owners name - had asked Columbus several weeks/months ago. Would write NOV but difficult when well not in owners name. Inspection this day found obvious mess. Extra tank had been removed several months ago (according to landowner) by salvagers and they just opened valve and dumped BS/parafin on ground. Rob had promised to come clean it up and had not done so - some BS had been pushed into the woods by lease road, other was still laying in lease road - patch about 5 square. Pit lays below the tank about 75 and is full of saltwater covered with oil - ditch down to pit about 2 wide covered/stained with oil. Landowner says he has been pumping well, as no one else tends it and needs to pump for house gas - has a full tank of oil for some time now and hasnt been picked up - no dike - and he has been draining water off into pit. Pit very difficult to get to but will have to be drained and filled in - probably about 6 x 6 - not real big. Owner according to Forest Service is Cow Run Oil who is John Schneider Sr. (deceased for at least 5 years) and Rob-Armstrong part owner. John trying to sell out to Rob but cant seem to finish the job. Contacted John and said clean-up needs to start this weekend - that he is responsible because hasnt closed the deal even tho Rob made the mess -he was going to get ahold of Rob and start working on it. Pit needs drained, filled in, lime put down, BS and oil cleaned up. Dike needed around tank and new water tank inside dike area. Talked to Rob 5/5/08 and told him must get cleaned up/water tank this week. Took water sample on 5/2 from pit if need to proceed further.

Oil has been shipped in last 60 days, still oily mess below tank, around pit containing brine. Landowner has been pumping well to maintain sufficient amount of gas. Ownership of this well needs to get settled so can be added to someones bond. I have asked supervisor to send to attorneys for penalty due to brine/oil dumping and contamination, due to landowner request. Have heard nothing back from. No IDs, no dike around tank.
1106154759 2004-05-25 Production Wells No Violations This well is in controversy. A Mr. Tom? Hall and Carl Heinrich are one of the parties claiming ownership, and John Schneider of Schneider Oil and Gas is also claiming ownership. Landowner asked me to investigate as he would like gas for his house. Landowner protested when Hall came in to work on well - it hasnt produced in many years - he(Hall) said he was going to have Heinrich get it going and Schneider talked about getting it going to provide gas for the house. Not sure who owns but is not producing - Mr. Schneider said it would be soon - may be at this time!

1210944051 2008-05-16 Production Wells Violations Noted Inspection this day found little change. Oil has been removed with pads on pit below tank, still full of water. Oily tank bottoms in lease road have been shoveled into a pile with other oil from removal of spare tank. Still no IDs, oil still needs cleaned up where tank was removed and on ground along ditch between pit so 20-30 below the tank and the tank. Pit still needs drained and removed and dike needed around tank. Talked to Rob on 5/5/2008 and asked him to get this cleaned up immediately. Pictures, water sample taken on 5/2/2008. 6/25/09-IDs at well, location has been completely rough cleared, pit filled in, stock tank gone, no trace of oil on ground - what is well producing into? Post IDs. Clean up oil on ground from tank removal, also behind tank down to the pit. Drain pit and do away with any pits. Dike tank area. Failure to comply may result in bond forfeiture. NOV re-issued on 5/15/2009 with extension date. 10/7/11 - talked to Roger Eddy - he has talked with Aaron Knight, new owner/landowner of wells and will complete legal work to take over wells from Rob Armstrong. Then will have them producing. 7/18/12 - RESOLVED, well producing, good identification, good dike but needs brim on 4th side.

1298595526 2008-11-10 Production Wells No Violations Call from landowner on Sunday, very angry - left only a message and when called back wasnt there. When checked well, looks like landowner has pumped well to get house gas and ran the tank over again. Fresh oil around the tank on ground and on sides of tank. Original NOV from 5/08 to clean up spill from running tank over and empty and fill in pit below tank where saltwater and oil running into. No remedy yet - Joe Hoerst had said taking the case to AGs in Columbus that week for action and penalty and never heard any more. I called John Schneider and told him he and Rob needed to get their problems solved and empty tank this week. Full tank all summer long with $140 oil and did not sell. Will also call Rob and tell him the same thing.

1538153327 2008-05-05 Administrative Inspection No Violations Talked with Rob Armstrong this morning. Told him about violationns I had found with brine dumping and oil spills. I told him he needed to get pits emptied with a water truck, pit filled in and all oil cleaned up this week or by the weekend - 5-12-2008. He did not argue and said he realized he had made a mess and would get it cleaned up. He has a partner on this well and is not on either partys bond. Hopefully, all will be cleaned up and will not have to write formal NOV.
1625404524 2011-09-20 Administrative Inspection No Violations Contacted by Roger Eddy of Elk Oil Co. He has talked with property owner Aaron Knight and agreed to take over the two wells on his property. Mr. Eddy stated he may eventually may take over the other two wells on the property and will get them in production. He also stated that he will pull rods and tubing that Armstrong owns and lay in pile so Armstrong can get it. Landowner has taken Rob Armstrong to court to break lease and now needs someone to take wells over and get into production. Mr. Eddy will produce wells and supply landowner with house gas. John Schneider is also still half owner in the wells.
