Pool structure was being cleaned during inspection. Spoke to Mrs. Klopping who was very happy with results of clean up. Spoke to Terry Rokicki on site. Oil has been pumped from containment dike and plastic liner being removed. A new plastic liner will be placed in pit and used during the plugging process. Terry hopes to move rig in next week and begin plugging. He said there was an obstruction at 500 feet that would need to be drilled thru and oil baled from well. Will pour bottom plug in well when cleaned out and then complete with second plug. |

He indicated that oil leaked from an abandoned well over the weekend behind his home. The landowner of the well is Brady Hineline who lives at 24015 Bradner Road. Mr. Klopping was concerned that oil may be contaminating his well water. When inspector arrived on site there was approximately 10 gallons of oil in a vegetated area. There was no oil leaking from the well at time of inspection although it was noted that oil was in the casing up to the top of the discharge point. Spoke to landowner by phone and recommended spreading absorbent material on spill to soak up oil and monitor for additional leaking. Called Jeff Fry and Mike McCormac to inform of situation. Will submit well to I&O program. |

There has been additional accumulation since yesterday. The cap and valve were removed from the 6 inch casing to relieve pressure on the well. Terry said he used a hose to vacuum oil down in the well casing about 8 feet but the oil rose to the top of the discharge again after a short time. Checked well water for complainant Klopping. There was no evidence of oil in the toilet tank, however there is a softener to the water in the house. Checked water well for house. There was a sheen on the surface of the water and odor oil oil in the casing. Took samples of water for analysis from the outdoor faucet which is not run thru the softener. Also checked well at house south of Klopping but found no evidence of oil in well. |

Terry indicated the longer the oil sits on siding the more the stain will set in. Two sides of the above ground pool and a propane tank will also be cleaned. Before cleaning begins, the containment pit at the well will be pumped to remove oil and reduced in size. |

Check of well in morning revealed oil leaking at 5-10 gallons /hour. When inspector arrived on site oil was discharging at similar rate. Called Jeff Fry and Mike McCormac for emergency I&O approval to contain and clean up oil. Approval received and Terry Rockiki responded. Inspector tried to capture flow in 5 gallon buckets until Terry arrived on site. Approximately 40 gallons of oil were caught in buckets and dumped into tank brought on site before pit was constructed and lined with plastic. Gas was noted in the oil and flow varied at times from no flow to approximately 20 gallons/hour. Another homeowner near well complained of gas/oil smell in well water. |
