Below grade pit contained drill cuttings and drill fluids. Pit had more than the required two feet of lined freeboard. Silt fencing had been installed correctly. Noted that the roadside ditches to carry water to the culverts had not been cut properly. Silt fencing was placed at the culvert outlets as a BMP. This is not an acceptable temporary BMP. Silt fencing is not meant to be used where there will be direct flows. In addition there was disturbed earth below the silt fencing. The operator should implement stabilized rock lined ditches at the culvert outlets to carry the water off of the disturbed area. All disturbed areas which will require no further earth moving activities should be seeded and mulched. |
