Drill pit located onsite and it contained drill cuttings with an additional liner placed over top the cuttings presumably for usage of the pit during well stimulation. It was noted that metal fence posts had been installed through both liners. Should the operator desire to dispose of the drill cuttings according to encapsualtion outlined in 78.62 the liner must be addressed as the liner utilized for encapsulation cannot be perforated or punctured 78.62(a)(16). At this time the Department is requesting that the operator forward documentation to Water Quality Specialist Gregory Higgins at the above address outlining how the operator is proposing to dispose of the drill cuttings. This documentation should be submitted no later than February 26, 2013. |
