The Department recommends that the operator temporarily stabilize the cut and fill slopes in accordance with PA Code 25 Chapeter 102.22.

There was no observed accelerated erosion or sedimentation in relation to the site or access road. It was noted that the culvert in place to convey water from above the well pad, and off the recently instaled pipeline, to below the well pad required maintenance at both the culvert inlet and outlet after recent precipitation events. If the pipeline is left without temporary stabilization and the culvert inlet and outlet are not addressed there is a potential for an erosion issue to develop with this specific area.

The areas around the inlet and outlet of the culvert implemented to convey water under the pad and access road had not been addressed. These areas were outlined as an area of concern in an inspection dated 01/13/14. Specifically the pipeline area had not been temporarily stabilized and the culvert inlet had not been stabilized. In addition the culvert outlet flow had knocked down the silt fencing implemented below the site and sediment had been transported offsite.
2259546 Primary Facility 2014-04-04 Follow-up Inspection Outstanding Violations - No Viols Req'd Well appeared to be equipped for production. Site had been effectively regraded and temporarily stabilized. Inspection performed as follow-up to the documentation recieved from the operator on April 1, 2014 as a response to the previously issued NOV. The E&S controls implemented as outlined in the documenation are ineffective at minimizing accelerated erosion & sedimenation. Specifically the spring flow inlet area had not been stabilized. The flow could either be captured via a culvert, diverted around the disturbed area and into a culvert or conveyed via a rocked and stabilized channel to the culvert inlet. In addition the outlet required additional rock to convey the flow past the disturbed area and the perimeter controls. Hay bales and silt fencing are not recommended erosion controls that are to be utilized in areas of concentrated direct flow as outlined in the Department's E&S manual.

Inspection performed as follow-up to the documentation recieved from the operator on April 1, 2014 as a response to the previously issued NOV and a subsequent onsite meeting with Tim Baker from Baker Gas. The upgradient portion of the runoff flow above the well-site had been stabilized with rock, as had the outlet portion of the culvert which conveyed runoff underneath the well pad.

Site had been effectively regraded and the vegetative cover had attained 70% uniform coverage criteria. There was no observed accelerated erosion or sedimentation in relation to the site or access road. WQS Higgins observed that a logging operation had been utilizing the access road as a skidding. This activity has resulted in the access road requiring routine maintenance.
