This appears to be an older pad with 2 wells: J1H (015-20999), and J2H (015-21000). Much of the pad was covered with ice or water. On the J1H there was vigorous gas bubbling out of an open valve which was submerged. I spoke with John McCarthy of subcontractors Fuel. He turned off the valve and reported the incident to Talisman. Otherwise there were no issues onsite at the time of my inspection. I left the location at 10:45

2799091 Primary Facility 2018-11-06 Site Restoration No Violations Noted The DEP conducted a RESTORATION inspection of the Repsol Oil & Gas's Feusner J 03-045 Pad in Columbia Township, Bradford County on 11/6/2018 at 1010 hours. This inspection was conducted in response to a Notice of Termination received by the DEP. The weather was 51 degrees and raining.

There are currently two producing wells onsite with one production tank. This is a very wet pad from all of the recent rain. All PCSM practices are in place and functioning properly. The site is very well vegetated and stabilized. No temporary E&S BMPs were observed onsite. A well site restoration report will be accepted upon submission.

I recommend this Notice of Termination for approval. No violations noted at this time.

I departed the site at 1035.

The berm (photo) around the west and south sides of the site could be considered a PCSM control. Air temp 32 F, cloudy JLP
