2445556 Primary Facility 2016-01-27 Drilling/Alteration Outstanding Violations - No Viols Req'd Arrived onsite @ 9:00. Weather: sunny, cool. There were two wells on location. Both were drilled to total depth and toe-fracced. Issues concerning defective cement prompted previous diagnostic and remediation efforts and at the time of my inspection both wells were being flared. I met with EOG representatives Chuck Peterman and Russ Juart who have been overseeing the flaring which began on 12/31/15.

Oberkamper 2H They were running gas through the production units to capture any sand and water and the ABB total flow meters to quantify the gas prior to flaring. Since flaring began flowing pressures have dropped from initial shut-in pressures of ¿ 2500 psi to50 - 60 psi. EOG is monitoring annular pressures and conducting PBTs on a regular basis. The production x intermediate annular pressure can build to at least 700 psi, so for this annulus PBT times are 12 hours. These data have not been analyzed yet. Violations for defective cement were cited on 6/18/13 (2180061). There were no new violations so the IR R

    • The violation code for 25 Pa. Code § 78.81(a)(2) was updated on May 6, 2019 because this violation code was not available in eFACTS when this inspection record was created. This violation was previously listed as §78.81D2, which was the closest violation code available in eFACTS to the actual violation at the time. Although this is an unconventional gas well currently subject to the Rules and Regulations of 25 Pa. Code §78a, the violation was originally cited in 2013 and the §78a regulations were not effective until October 2016. Therefore, to avoid confusion, the outstanding violation will remain as initially cited (§78.81(a)(2) instead of §78a.81(a)(2)) until it is either superseded or resolved. ** ~CMB~
