2128806 | Primary Facility | 2012-12-13 | Routine/Complete Inspection | Violation(s) Noted | 1/3 of pad covered by muddy water originating from the drilling activity. Further investigation revealed what appeared to be an oily sheen on the surface of this muddy water located in the vicinity of the partially assembled manifold for the production gas. Fortunately, dirt berms located along the edge of the pad was keeping the muddy water and oil sheen on the pad. Told drill crew that they needed to immediately contact talisman and get guidance on how to clean up this spill. This is also a violation of 25 Pa Code 78.60 |
2128837 | Primary Facility | 2013-01-07 | Follow-up Inspection | No Violations Noted | Inspection conducted on 1/7/13 of the Talisman Young Pad. Inspection is being conducted to collect and split samples with Talisman. soil samples were collected from 2 locations on the eastern section of the pad in the vicinity of the partially completed production manifold. The temporary containment was poorly designed and constructed. |

2151630 | Primary Facility | 2013-03-28 | Administrative/File Review | No Violations Noted | Talimans results revealed the top hole water did not have any petroleum present. Talisman also evaluated pH and conductance of the water and found it to be within the parameters outlined in 78.60. Talisman then requested to discharge this top hole water wihich was subsequently approved. As a precautionary measure, the Department collected soil samples on the well pad. Results revealed no organic contamination. Talisman also conducted soil sampling and concluded no organic contamination present at the time of sampling. Talisman has indicated that they have improved their water managementy procedures as a result of this incident. Talisman is reminded that strict adherence of their submitted PPC plan would have prevented this incident. With no identified environmental impact obsereved, the Departmemt does not plan on taking any further action at this time. |

2475232 | Primary Facility | 2016-03-24 | Routine/Complete Inspection | No Violations Noted | Shortly upon arrival we met with Tony Baker, Completions Foreman, of Talisman Energy. Mr. Baker stated the following. "Talisman is in the process of setting up for flowback operations for the Young 3H well and they been waiting for a magnesium ball valve to dissolve in tubing in the wellbore in order to commence flowback of the well. Hydraulic fracturing operations were completed by Halliburton as of 3/15/16. Frac plug drill-outs were completed by Basic Well Services on 3/15/16".
We observed a small area of dark staining on the perimeter earthen berm of the site above a sediment trap. We also observed a piece of secondary containment liner with spots of dark staining staged on the pad surface next to the pad berm above the sediment trap. I recorded 0.84 milliSiemens/cm³ conductivity in water on containment behind frac tanks in a tank battery near the pad perimeter berm and top of the fill slope of the site. |
2626388 | Primary Facility | 2017-08-01 | Routine/Complete Inspection | No Violations Noted | On August 1, 2017, the Department conducted a routine inspection at the Repsol Oil and Gas USA LLC, Young R (05-080) well site in Warren Township, Bradford County. The Department was represented by Andrew Hobbins, Water Quality Specialist. Nobody was present for Repsol.
The site sign, E & S plan and weekly inspection logs were on site and available for review. The site was well vegetated and no major erosion or sedimentation issues were observed. A small area lacking vegetation with minor erosion was observed at the outlet of the infiltration area. This is most likely the result of recent heavy rainfall in the area. The Department recommends repairing and reseeding the area. Two wells were in production on the well pad. The wells were labeled and no bubbling was observed in the well cellar. Two production tanks and two GPUs were on secondary containment. The containment structures were observed to be in good condition. Specific conductivity readings were taken from puddles on the pad and from |
