The weather conditions were partly cloudy skies, breezy and mild with temperatures in the mid to upper 50's. I was accompanied by Sean VanFleet, DEP O&G EPS of DEP NCRO in Williamsport, PA. The main intent of the inspection was to view the process of treating flowback and production fluid generated from various CHK wells and water transferred to this pad into an above ground storage structure from a nearby CHK well development impoundment, with chlorine dioxide. On 1/25/18 the Department approved a Request for Approval of Alternative Waste Management Practices, (OG-71) Form A application for residual waste processing. The weather conditions are cloudy skies, cold with light to moderate winds and temperatures in the low 40's. There was no activity or personnel at the site. The Cuthbertson Bra 2H and Walker Bra 4H wells are in production. I recorded elevated specific conductance (conductivity) of water in the containment and pad surface in the center of the pad near the wells. I observed trash and debris scattered around the perimeter of the site, which includes the pad surface site perimeter stormwater ditch and site fill slope. See photos. There was a well tender at the Cuthbertson pad, however he was on the phone. There were 2 properly tagged Marcellus wells staged for production. There were 6 well cellars onsite. The concrete area around the wells was underwater. There were 2 GPUs, sand separators, and produced water tanks onsite and in secondary containment. The areas around the pad were greater than 70% vegetative cover. No E&S issues were observed. The Walker pad had 1 properly tagged well staged for production. There were 2 cellars filled with water and 1 cellar that appeared to be backfilled. No bubbling was observed. There was 1 GPU, 1 sand separator, and 2 produced water tanks in secondary containment.
