He informed me Tetra Technologies commenced filtration operations on 12/9/12 and the filter system contains (17) socks and is filtering solid material at (50) microns. I used an an Extech, ExStik (2) pH, Conductivity, Salinty and TDS meter to field screen several areas of ponded water on the secondary containment liner and the surface of the ground on the Well Pad. I recorded an over the limit conductivity reading on the liner near where the pump and filtration equipment was stored. The limit on the meter I used is (19.99) milliSiemens/cm. I recorded a conductivity reading of (6) milliSiemens/cm in a small puddle of water on the surface of the ground just outside the secondary containment berm. All other conductivity readings I recorded at the site were less than (1,000) microSiemens/cm. I also observed a petroleum like sheen near the Wellhead and some small rips and tears in the liner. I departed from the site at 14:10. |

(SWN) Clark-Kleckner (8-Pad) in Orwell and Herrick Townships, Bradford County. Nobody was present for SWN. Andrew Hobbins, Water Quality Specialist, was present for the Department.
The site sign, E&S plan and weekly inspection reports were on site and available for review. The slopes and topsoil stockpiles were well vegetated. A minor landowner disturbance was observed at the northwest corner of the pad. The disturbance was caused by ATV traffic. While the disturbance is minor, if repeatedly used it could cause stormwater to channelize and erode the slope. The Department recommends monitoring the area. The 4H well was drilled and connected to production. The well was labeled and the well cellar was filled with gravel. The 5H well has been spud, but is not producing. The Department was represented by Andrew Hobbins. Nobody was present for SWN.
The site sign, E & S plan and weekly inspection logs were on site and available for review. The last inspection SWN conducted at the 8 Pad occurred on 2/6/2018. The site was partially snow covered, so an accurate account of the site stabilization was difficult. PCSM has not been addressed at the site and the pad has not been reduced in size. One well was in production during the inspection. The well was tagged and bubbling was observed in the well cellar area. Rich Herbstritt, Oil and Gas inspector, was notified of the finding. One production tank and one GPU was also on site. The pad was mostly snow covered and no staining was observed. A methanol tank was also observed on secondary containment near the well head. The tank was observed to be nearly full. |
