Helmerich & Payne Drilling Rig #513 is the drilling rig at the location. The pad surface contained a significant amount of mud due to the recent rainfall events and snow an ice melt. Chief submitted a Drilling Resumption After Break of 30 days or more notification as per 58 Pa. C.S. 3211(f)(1) to the Department on 1/17/17. The notice indicated Chief would resume drilling of the 3H well at 6:00 Pm on 1/18/17. I met with Trey Villareal, site company man, consultant of Chief Oil and Gas and Ray Miller, Senior Health Safety and Environmental Advisor of Chief Oil and Gas. The current drilling depth is 0 feet. According to Mr. Villareal and Mr. Miller resumption of drilling has not commenced on the 3H well as of yet. This rig has been stacked out for 15 months in Texas and is currently undergoing winterization and rig test up. Drilling will commence on Sunday. Natural gas is being sent to the gathering pipeline on the pad to the sales line as the wells are being flowed back." I left the site at 13:35.
I contacted Peg Farrell, Environmental Manager of Chief Oil and Gas at 14:13 on 6/5/17 to inform her of my findings at the site during the inspection and to confirm the statements of Oil States Energy regarding site activites.
